A Tier II application for an air q u a l i t y Construction Permit for a major facility has been filed with the
Oklahoma Department of Environmental Quality
(DEQ) by Georgia- Pacific Consumer Products, LP.
The applicant requests approval to install and operate the natural gas-fired Boiler 5 (which replaces coalfired Boiler 2) and Dry S o r b e n t I n j e c t i o n System on Boilers 3 and 4 at their M u s k o g e e Paper Mill located at 4901 Chandler Road, Muskogee, Oklahoma, Muskogee County, having a legal descrip3tion of Section 33 & W/2 Section 34, T15N, R19 EIM.
In response to the application, DEQ has prepared a draft permit (Permit Number: 2010- 278-C (M-3)), which may be reviewed at M u s k o g e e Public Library, 801 W Okmulgee St,
M u s k o g e e, O k l a h o m a 74401 or at the Air Quality Division’s main office (see address below). The draft permit is also available for review in the Air Quality Section of DEQ’s Web P a g e:
This draft permit would authorize the facility to emit the following regulated pollutants: (14 TPY PM, 360 TPY NOx, 1 TPY SO2, 9.8 TPY VOC, 90 TPY CO)
The public comment period ends 30 days after the date of publication of this notice. Only those issues relevant to the proposed modification(s) are open for comment. Any person may submit written comments concerning the draft permit to the Air Quality Division contact listed below. A public meeting on the draft permit may also be requested in writing at the same address. Note that all public meetings are to be arranged and conducted by DEQ/CSD staff.
In addition to the public com3ment opportunity offered under this notice, this
draft permit is subject to U.S. Environmental P r o t e c t i o n Agency (EPA) review, EPA objection, and petition to EPA, as provided by 40 CFR § 70.8. The requirements of the construction permit will be incorporated into the Title V permit through the administra-tive amendment p r o c e s s. Therefore, no a d d i t i o n a l opportunity to provide com-ments or EPA review, EPA objection, and petitions to EPA will be available to the public when require-ments from the construction permit are incorporated into the Title V permit.
If the Administrator (EPA) does not object to the proposed per-mit, the public has 60 days fol-lowing the Administrator’s 45-day review period to peti-tion the Administrator to make such an objection as provided in 40 CFR 70.8(d) and in OAC 252:100- 8 - 8 ( j ).
