COMMISSIONERS' MINUTES Motions approved: Open the meeting at 9:22 a.m.; Purchase orders; Monthly reports; Regular meeting minutes for August 8, 2024; Memorandum of Understanding between the Muscogee (Creek) Nation and Muskogee County to add roads to the Nation's National Tribal Transportation Facility Inventory (NTTFI); Invoice from Eastern Oklahoma Development District (EODD) for annual membership dues for FY 2025 in the amount of $7,112; Resolution for FY 2025 County Road Machinery and Equipment Revolving Fund Program so each district may request to receive $330,000 for motor graders; ARPA Expenditure from Dist. 3 in the amount of up to $51,750 for repairs to 214th St from Haskell Lake Rd to Hwy 62 including grade, ditch work, drainage and surface; ARPA Expenditure from Dist. 3 in the amount of up to $59,858 for repairs to 114th St from 43rd to 63rd including grade, ditch work, drainage and surface; ARPA Expenditure from Dist. 3 in the amount of up to $120,795 for repairs to 53rd St from 74th to 114th including grade, ditch work, drainage and surface; ARPA Expenditure from Dist. 3 in the amount of up to $61,900 for repairs to 234th from Duncan to County Line including grade, ditch work, drainage and surface; ARPA Expenditure from Dist. 2 in the amount of up to $390,000 for repairs to S 65th St E including grade, ditch work, drainage and surface; Letter to Scott Harding, Executive Director of EODD in reference to Muskogee County open CDBG contracts and granting Kevin Wilson to be part of the Grant Administration for these open grants; Resolution authorizing Application for Financial Assistance from the Rural Economic Action Plan Fund; ARPA Expenditure from Dist. 1 in the amount of up to $92,000 for road project D1-2024-024 on Chimney Mountain Rd; ARPA Expenditure from Dist. 1 in the amount of up to $40,000 for road project D1-2024-025 on Hawthorne Hills GDS Project - W 28th St N to S 22nd St W south to N 27th St N then around to W 25th St N; ARPA Expenditure from Dist. 1 in the amount of up to $75,000 for phase 1 of a grade, drain and surface project on W 53rd St S; ARPA Expenditure from Dist. 1 in the amount of up to $39,500 for repair/replace the existing low water bridge located on 83rd St S; a Letter of Authorization to pay Nelson Furniture&Carpet in the amount of $11,682 to install carpet squares in the Sheriff's Office (deputy and admin offices) utilizing the Courthouse Improvement Sales Tax Fund account (1305-1-8020-2005); Enter into Executive Session at 9:57 a.m. to discuss matters pertaining to economic development including the creation of a proposal to entice a business to locate in Muskogee County; Exit Executive Session and resume Regular meeting at 10:06 am. with the approval of a Discloser Agreement from a non-disclosed business but there was no paperwork present for signatures to support the motion. Blanket purchase orders were approved as on file in the Office of the County Clerk. There being no further business the Board adjourned until 8:15 A.M. August 19, 2024.
