OPDES PERMIT NO. OK0034321
A Tier II application for a renewal OPDES permit to operate an industrial wastewater treatment facility has been filed with the Department of Environmental Quality (DEQ) by Georgia-Pacific Muskogee LLC, 4901 Chandler Road, Muskogee, OK 74403.
The applicant requests a permit to treat and discharge wastewater from their Muskogee facility, located in parts of Section 33 and 34, Township 15N, Range 19EIM, Muskogee County, Oklahoma, or at 4901 Chandler Road, Muskogee, OK 74403.
The discharge of wastewater consists of all operation's process wastewater including but not limited to: pulping and deinking operations, tissue papermaking and converting, chemical unloading, make-down and storage operations, raw material handling, maintenance activities, paper printing operations, on-site landfill operations, coal unloading and storage, power producing operations, cooling tower blow-down and over spray, and raw water treatments as well as various stormwater runoffs from process and non-process areas, and will be discharged to the Arkansas River and to Coody Creek. Outfall 001 (treated wastewater) is located in the NE ?, NE ?, NE ?, Section 33, Township 15N, Range 19EIM, Muskogee County, Oklahoma, at latitude N 35? 44' 23?, longitude W 95? 17' 12?. Outfall 003 (stormwater) is located in the NW ?, SE ?, SE ?, Section 33, Township 15N, Range 19EIM, Muskogee County, Oklahoma, at latitude N 35? 43' 18?, longitude W 95? 16' 53?. Outfall 004 (stormwater) is located in the NW ?, NW ?, NW ?, Section 34, Township 15N, Range 19EIM, Muskogee County, Oklahoma, at latitude N 35? 44' 21?, longitude W 95? 17' 07?. In addition, the permittee will operate five (5) flow-through surface impoundments, F01, F02, F03, F04, and F05. Impoundments F01, F04, and F05 are located in the NW ?, NE ?, and NE ?, NW ?, SE ?, Section 33, Township 15N, Range 19EIM, Muskogee County, Oklahoma. Impoundment F02 is located in the NE ?, SW ?, and NW ?, SE ?, NE ?, Section 33, Township 15N, Range 19EIM, Muskogee County, Oklahoma. Impoundment F03 is located in the SE ?, NW ?; SW ?, NE ?, and SE ?, NE ?, NE ?, Section 33, Township 15N, Range 19EIM, Muskogee County, Oklahoma. The permit, if issued, would establish effluent limitations on the discharges.
The application may be reviewed at the Muskogee Public Library, located at 801 W. Okmulgee Street, Muskogee, OK 74401.
After reviewing the application, the ODEQ will prepare either a draft permit or draft denial. At that time, notice of the prepared draft will be made by the Department, and the public will be given the opportunity to review it, submit written comments, or request a public meeting within thirty days.
